The BE&K Building Group provided preconstruction and construction services for the three-level, 68,000 sf law enforcement facility, which was designed with an additional 10,000 sf to accommodate future expansion. The new structure is located in the heart of downtown Concord on property adjacent to the existing Police Headquarters.

The facility’s outward appearance, while modern and well-designed, is sensitive to the historic structures adjacent to the site. The lower level features a sally port, suspect processing and interview rooms, property and evidence storage and crime scene investigation facilities. The main level allows public access while the upper level houses general offices and exercise facilities. With interview rooms and holding rooms on different floors, suspects and victims will no longer have to pass each other in the hallway.

The building site is unique due to the presence of petroleum impacted soils and its adjacency to streets and existing structures. The confinement of the site presented challenges with access to all sides of the facility and placed emphasis on the need for proper planning and scheduling with subcontractors as well as city officials. The structure is primarily supported by steel piles driven through soils that would not support the building.

The building pad is underlaid by a vapor mitigation system which allowed the facility to be built upon petroleum impacted soils, thus eliminating the requirement for removal of these soils.

The aesthetics of the new Concord Police Department Headquarters, combined with its improved functionality, gives the local law enforcement team a welcomed competitive edge when it comes to recruiting new police officers. In addition, the Concord Police Department now has capabilities to conduct comprehensive training in-house using its own state-of-the-art facilities. Lastly, the visual prominence of the Police Department Headquarters in the downtown area serves as a reminder of law and order to the members of the community.
